Germany interested in delivery of Swiss Leopard tanks

In a joint letter dated February 23, Federal Defense Minister Boris Pistorius and Federal Economics Minister Robert Habeck asked Swiss Defense Minister Viola Amherd to allow the sale of decommissioned Leopard main battle tanks from Swiss army stocks to Germany. Accordingly, the tanks are to be acquired by Rheinmetall and to fill the gaps that have arisen through the delivery of tanks to Ukraine in Germany or from NATO or EU partners. A transfer to the Ukraine should be contractually excluded.

Die Schweizer Armee hat im Zeitraum 1987 bis 1993 insgesamt 380 Leopard 2A4 in einer an den Schweizer Bedarf angepassten Version von Krauss-Maffei Wegmann und aus eigener Lizenzproduktion erhalten und als Panzer 87 Leopard in die Truppe eingeführt. Ab 2010 wurden 134 Panzer einem Werterhaltungsprogramm unterzogen und als Panzer 87 WE weiterbetrieben. Der Rest wurde zu Pionier- bzw. Brückenlegepanzern umgebaut, verkauft (unter anderem an Rheinmetall), zur Ersatzteilgewinnung genutzt oder eingelagert. In den Lagern der Schweizer Armee stehen derzeit 96 Panzer 87 und gelten als strategische und logistische Reserve.

Die mögliche Abgabe von Panzern an Deutschland ist in der Schweiz umstritten. Während die Regierung und die Armee dem Verkauf grundsätzlich positiv gegenüberstehen, sieht der Ständerat nicht nur die Neutralität der Schweiz gefährdet, sondern will auch die Reserven im Land behalten. Schon Anfang Februar hatte sich die sicherheitspolitische Kommission gegen eine beantragte Abgabe von 30 Leopard 2 ausgesprochen.

The delivery of military material in Switzerland is only permitted if the device has been decommissioned. Only the Swiss Parliament can make this determination.

The process triggered by the letter from the German ministers will probably not quickly lead to a tax decision in Switzerland. The motion comes too late for the current spring session of the two chambers of parliament. Elections to the Swiss Parliament are also planned for October 2023. Whether politicians want to commit themselves in one direction or the other beforehand cannot be estimated.
