The framework agreement of 2022 and the subsequent amendment between the Bundeswehr and Rohde & Schwarz regarding the procurement of up to 34,000 command radios are permissible, the Higher Regional Court ruled on December 1st (ESuTreported).
For the first time since the change to an ongoing framework agreement, the contractor Rohde & Schwarz has now spoken out. Accordingly, in the extensive long-term framework contract for the delivery of a digital command radio family for the overarching program Digitalization of Land-Based Operations (D-LBO), the company has been continuously supplying radio devices for a large number of Bundeswehr platforms since the contract was concluded.
The selected command radio system, which is based on the Joint Interconnected Radio Equipment (SVFuA) developed and introduced for the Bundeswehr, is already largely in use in the Bundeswehr. It makes it possible to build a holistic communication architecture for networked, secure and interference-free transmission of voice and data. The command radio system not only offers secure and interference-proof networking with national waveforms, but also supports the European interoperability waveform ESSOR.

After the project was approved by the Budget Committee of the German Bundestag in December 2021, the following information was available: The order includes the manufacture and delivery of a command radio system in the following formats: handheld radio, vehicle radio, backpack radio and fixed station radio, including the associated services and the delivery of the radio for operation necessary accessories. Of the upper limit of 34,000 radio devices, 20,000 were ordered as a permanent order. These are to be delivered by 2028 for a contract value of 1.35 billion euros. Financing comes from the special fund. For the remaining radio devices, the framework agreement, which runs for a total of 15 years, requires a further 1.52 billion euros in funding.
The Budget Committee had demanded that a multinational, interoperable radio transmission system be available with the procurement of the command radio systems as part of the Division 2025.
