The security policy and strategic situation in the Federal Republic of Germany has again changed significantly in recent years. Up until the end of the 1980s, defense against a direct threat in Europe and collective defense in the alliance were the focus of considerations for the structure and equipment of the Bundeswehr.

After the reunification of Germany, this had changed radically, and the focus was now on international conflict prevention and crisis management in an international context - especially in foreign assignments. For this expanded range of tasks, additional skills had to be created in terms of both personnel and material.
