The joint procurement and use of identical submarines by Norway and Germany has set new standards in international armament cooperation. The innovative approach will further strengthen the joint strategic cooperation over the next 40 years.
The contracts for the U212 Common Design (CD) submarines were signed on July 8, 2021 after intensive preparation and negotiations between the Federal Office for Equipment, Information Technology and Use of the German Armed Forces, the Norwegian Defense Material Agency (NDMA) and the contractor Thyssenkrupp Marine Systems (tkMS) signed. The first new submarine will be delivered to Norway in 2029. The fact that the negotiation phase lasted longer than expected was due to many factors, in particular the large number of joint definition decisions. Furthermore, the negotiations were slowed down by the influence of the COVID-19 pandemic and the associated restrictions in both nations. The main reason, however, was that this is no ordinary procurement program. Rather, it is the first time that two nations have agreed to partner in such a complex program. In the development of this partnership, a large number of questions had to be answered, e.g. B. the scope, further details and financing to be clarified.
