Within the Ukraine Defense Contact Group (UDCG), the approximately 50 participating nations have formed eight capability coalitions in which, in cooperation with Ukraine, the long-term capability development of the Ukrainian armed forces in various fields of work is coordinated. Topics include weapon systems, training and command structure.

According to the BMVg, Germany is currently developing the governance framework for the capability coalitions in collaboration with other international partners. All capability coalitions will improve the interoperability of Ukrainian and NATO forces.

Wie das BMVg auf seiner Webseite mitgeteilt hat, wurden innerhalb der Fähigkeitskoalitionen Arbeitsgruppen eingerichtet, um Meilensteine und Roadmaps zu erarbeiten. Dabei gilt es festzulegen, in welchen Zeiträumen spezifische Fähigkeiten in welcher Qualität und Quantität aufgebaut werden. Das ukrainische Militär ist in diesen Prozess eng eingebunden. In der Regel wird von der Führungsnation ein Steuerungselement zur Verfügung gestellt, das die Sekretariatsfunktionen übernimmt. Bei den regelmäßigen Treffen der Ukraine-Kontaktgruppe wird über die Arbeit der Fähigkeitskoalitionen berichtet.

Integrated Air Defense Capability Coalition

Together with France, Germany has taken the lead in the Capability Coalition Integrated Air and Missile Defense (CapCo IAMD), as the BMVg writes. The aim is to enable Ukraine to defend itself effectively and permanently against Russian air strikes. The population, armed forces and infrastructure should be protected from missiles with effective air defense systems, because Russia is intensively attacking Ukraine with drones, ballistic missiles, cruise missiles and hypersonic missiles.

The construction of Ukrainian air defense should be carried out according to NATO standards. The Capability Coalition has three working groups: Germany has taken over the leadership of the Training group, France has taken over the leadership of the Command Structure group, and the USA has taken over the leadership of the Systems group. As of March 2024, 15 countries are involved in the integrated air defense capability coalition.

Armored Vehicles Capability Coalition

According to the BMVg's summary, Germany has taken over the co-lead together with Italy in the Armored Vehicles Capability Coalition led by Poland. Accordingly, Germany has already delivered numerous protected and armored combat vehicles to Ukraine, which have proven themselves in combat operations. In addition to the Leopard 2 and Leopard 1 battle tanks, these also include Marder armored personnel carriers and Dingo transport vehicles, as can be seen from the Federal Government's list of support for Ukraine.

During the European training mission EUMAM (European Union Military Assistance Mission UA), the crews and entire tank companies in Germany are trained by the Bundeswehr.

German-Ukrainian security agreement

In connection with the German-Ukrainian security agreement that Federal Chancellor Olaf Scholz signed with Ukrainian President Volodymyr Zelenskyj on February 16, the Federal Ministry of Defense reiterates that Germany will support Ukraine in its defense against the Russian war of aggression for as long as necessary. But it is also about increasing Ukraine's resilience and building an effective deterrent against future attacks. Germany will therefore continue to promote joint procurement and arms cooperation with European and international partners.
