At the NATO summit in Madrid in June 2022, the heads of government decided on a new force model to increase the presence of NATO troops on the alliance's eastern border. Federal Chancellor Olaf Scholz has agreed to set up a brigade-size battle group in addition to the eFP association in Lithuania and with the Lithuanian President Gitanas Nausėsince agreed to gradually increase the forces.

A.At the beginning of September, parts of Panzergrenadierbrigade 41 "Vorpommern", Neubrandenburg, were transported by sea to Klaipeda in order to set up the forward command element (FCE) of the German enhanced vigilance activity (eVA) brigade in Rukla. One of the tasks of the FCE is to prepare the relocation of personnel and material.
