What is the state of ground-based air defense in Europe?

On the sidelines of the meeting of NATO defense ministers on October 13 in Brussels, 15 European states signed a “Letter of Intent” (LoI) to establish a “European Sky Shield Initiative” (ESSI) against the backdrop of the Russian attack on Ukraine. This project is a German initiative that is intended to cost-effectively coordinate the joint procurement and interoperable operation of air defense systems in Europe. In addition to the initial signatory nations, other interested countries can also expressly get involved.
