“February 24, 2022 marks a turning point in the history of our continent,” said Chancellor Olaf Scholz, beginning his government statement three days after Russia’s attack on Ukraine. The announced Bundeswehr special fund with a volume of 100 billion euros was set up in the same year. The available financial resources have accelerated the realization of numerous projects.
In 2022, only 9.9 billion euros were available in the defense budget for military procurement, which could hardly be paid for with the existing personnel, especially in the Federal Office for Equipment, Information Technology and Use of the Bundeswehr. In particular, the long-term projects for the special fund had to be made ready for procurement as quickly as possible.
