In their joint document “Key points for the Bundeswehr of the future” in May 2021, the then Defense Minister Annegret Kramp-Karrenbauer (CDU) and the Inspector General of the Bundeswehr, General Eberhard Zorn, made far-reaching suggestions for a structural reform of the armed forces, which, among other things, included a completely new Territorial command of the Bundeswehr provided for.
