Hamas, Hizb Allah (also: Hezbollah), Turkish Hizbullah, Hizb-ut-Tahrir, Hezb-e Islami-ye Afghanistan - names of Islamist-terrorist groups that use Germany as a field for recruiting, financing and mobilization measures. With their respective regional agendas, these lesser-known groups are overshadowed by jihadist organizations such as al-Qaeda and the so-called Islamic State.

The relationship to these globally active, jihadist organizations is not free of tension because they are more ethno-nationalistic in their objectives. The security policy relevance of the organizations is based on both a political and a military arm. They therefore do not focus exclusively on the armed struggle, but use a wide range of methods.

The Shiite Islamist Hizb Allah, founded in Lebanon in 1982 under the leadership of Secretary General Hassan Nasrallah and a group of officials led by him, has denied Israel's right to exist since it was founded. Their declared goal is the fight against Israel as the "unlawful occupier of Palestinian soil" using terrorist means and described as "legitimate resistance". It must be expected that Hizb Allah will continue to plan terrorist actions against Israel or Israeli interests outside of the Middle East. A close ally is the Persian-Shiite Iran and the Quds Forces special forces it leads.

After the victory of the Hizb Allah-backed Shia-Alawite regime in Damascus, it can be expected that the organization's focus will return to the confrontation with Israel. According to Israeli information, the organization now has a rocket arsenal of 100,000 projectiles at different ranges.

The goal of the Palestinian Hamas, founded in the Gaza Strip at the end of 1987 under the leadership of Ismail Haniya, is the establishment of an Islamist state on the entire territory of "Palestine" - also through armed struggle. The main propaganda instrument is the TV channel "al-Aqsa TV".
