The Bundeswehr Procurement Agency BAAINBw has commissioned the German Aerospace Center (DLR) to carry out a manufacturer- and product-independent delivery item for the follow-up activities to the Joint Concept Study (JCS) and the research and technology/demonstrator phases for the German- evaluate and evaluate the Franco-Spanish program Next Generation Weapon System (NGWS).

The Joint Concept Study, commissioned in 2019, aims to conceptualize the various capabilities of the Future Combat Air System (FCAS) and pave the way for future design, industrialization and an estimated full operational capability by 2040, according to Airbus. With the continuation of the NGWS program, governments will invest billions in the coming decades, writes the BAAINBw. A large part of these investments will flow into the further development of technologies. The results of the program are decisive for the future technological capabilities of Germany and Europe in this field.

It is therefore important to ensure that the concepts developed by the industry for an NGWS represent the best solutions from an operational, technical, technological and economic point of view against the background of multinational requirements, according to the BAAINBw. This requires a consideration of the possible solution space and an in-depth investigation of the proposed NGWS concepts with regard to these aspects. Likewise, the developed demonstrator concepts, content and implementation of the roadmaps and the associated R&T activities must be checked by a neutral party for their plausibility and completeness.

Within the framework of the study mentioned above, DLR should contribute to the assessment of the official side from a neutral point of view. In addition, specific technical questions are to be examined through needs-based, self-scientific investigations in order to support the ability to analyze and evaluate.

According to the BAAINBw's job description, DLR's focus is on the technical parts and analyzes in the area of ​​platforms and their classification in an operational context. Part of this assessment will also be to consider proprietary reference or assessment models for a NGWS based on the multinational requirements versus the concepts developed by the industry.

In April, the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support provided information about the award of the contract in March 2023 on the European tendering platform Tenders Electronic Daily (TED).
