Until 2014, the Bundeswehr was primarily geared towards crisis operations. After Russia occupied Crimea, national and alliance defense became the focus of the German armed forces again. Since Russia's war of aggression against Ukraine, the conversion towards national and alliance defense has been tackled again with renewed vigour, after years of downsizing in the German armed forces, but also in the army.

M.he conversion is intended to fulfill the commitments made to NATO, enable leadership responsibility as a neighboring nation in the sense of the "Framework Nation Concept" and ensure the future viability of the army through fully and modernly equipped large units with assertive, responsive forces that are well networked through comprehensive digitization. Another goal is the ability to work closely with the other branches of the armed forces and military organizational areas, as well as with allied armed forces.
