Gerhard Heiming and Lars Hoffmann
It has been just six months since Chancellor Olaf Scholz announced the 100 billion euro Bundeswehr special fund in the special session of the Bundestag on February 27, shortly after the start of the Russian invasion of Ukraine. Since then, the Bundestag has created the legal requirements and for the first time the economic plan for the special fund became part of the 2022 federal budget as Annex 1 to Chapter 1405 (military procurement).
The purpose of the special fund is again included in the foreword to Appendix 1: “The measures in the business plan are intended to provide secure financing for significant equipment projects, in particular complex military procurements spanning several years.
