
The Strategic Compass of the European Union - An Interim Review

One year of work for the development of the EU's Strategic Compass lies behind the member states. You have dealt with questions of optimizing EU crisis management (Basket 1), the development of skills and opportunities for defense cooperation (Basket 2), the development of resilience and resilience (Basket 3) and the intensification of partnerships in four priority areas (Baskets) (Basket 4).
The German EU Council Presidency in the second half of 2020 set the process for the Strategic Compass in motion. The first milestone was the development of a threat analysis. Subsequently, in the first half of 2021, an attempt was made to fill the four baskets with substance in the “Strategic Dialogue” of the member states. This process posed challenges for the member states at the time of the pandemic and the lack of secure platforms on which confidential information could be exchanged in video conferences. The adoption of the Strategic Compass by the heads of state and government of the EU is planned for March 2022. The European External Action Service will present the draft in autumn 2021.
