The Federal Ministry of Defense announced today that the award procedure for the heavy transport helicopter has been cancelled.
As part of the ongoing award, it was recognized"that it is unlikely that the project will be implemented within the planned financial framework and that all requirements will be met at the same time. The contracting authority of the Federal Office for Equipment, Information Technology and Use of the Bundeswehr assessed the existing offers as uneconomical and for this reason canceled the contract award procedure."said the Defense Ministry. "The reconsideration of the project that is now required will have an impact on the current schedule. It is therefore not possible to conclude a contract in 2021 under the current framework conditions. The aim remains to replace the previous CH-53G model in a timely manner.”
Award procedure for heavy transport helicopters
Seit der Auswahlentscheidung des damaligen Generalinspekteurs Volker Wieker am 14. Dezember 2017 befand sich das Vorhaben in der Realisierungsphase. Es wurde ausdrücklich nicht auf eine Neuentwicklung, sondern auf den Kauf eines marktverfügbaren Systems ausgelegt. Somit kamen nur die CH-47F Chinook von Boeing in der Variante Extended Range (ER) und die CH-53K King Stallion von Lockheed Martin als Kandidaten für den schweren Transporthubschrauer in Frage.
However, the actual award procedure did not begin until the tender for the participation competition on February 28, 2019. Both Lockheed Martin (Sikorsky) and Boeing submitted the information required for the participation application by the May 27, 2019 deadline.
Am 13.01.2020 lief die Frist für die Abgabe der Angebotsaufforderung für Deutschlands künftigen Schweren Transporthubschrauber ab. Das ca. 1.900 Seiten umfassende Dokument wurde am 24. Juni 2019 vom Bundesamt für Ausrüstung, Informationstechnik und Nutzung der Bundeswehr veröffentlicht.
Sowohl Boeing als auch Sikorsky, ein Unternehmen von Lockheed Martin, haben mittgeteilt, dass sie der Angebotsaufforderung am 13.01.2020 nachgekommen sind.
Die Auftragsvergabe für die Beschaffung von 44 bis 60 Hubschraubern, einschließlich Wartung und Instandhaltung sowie Training, wurde für 2021 erwartet. Der Zulauf der einzelnen Hubschrauber war in den Jahren 2024 bis 2032 erwartet worden.
