What remains to be said is that peace in Syria cannot be enforced with military means, but can only be tackled with political-diplomatic tools. After more than eight years of war with more than half a million dead and more than twelve million displaced persons, that should be the basic rule for options for action in the Middle East. Even more soldiers or fighters cannot make the dreary situation any safer or more promising. On the contrary: civil solutions are needed, and fast. Finding and implementing solutions has so far seemed impossible. The United Nations officials on Syria and politicians from all over the world have experienced this time and time again.
